Electronic VAT Invoicing Requirements

Electronic VAT invoicing offers numerous advantages to organizations both large and small � cost reductions, a low carbon footprint ecosystems, greater security and trust for all stakeholders.

All organisations doing business within the European Union (EU) should be aware of their country specific requirements when sending or receiving and archiving electronic VAT invoices: The EU VAT Directive (2006/112/EC) implemented into national law in 2004 establishes a set of rules for the creation and subsequent storage of electronic invoices from both the perspective of the invoice issuer and invoice receiver.


One of the foremost criteria for both parties is to guarantee the authenticity of origin and integrity of data of the document throughout the storage period. Although recent work by the European Union together with Price Waterhouse Coopers to simplify the rule set has been adopted by several jurisdictions including Belgium and The Netherlands the proposal itself (COM/2009/21) maintains the need for authenticity and integrity during the storage period, both of which are delivered by GlobalSign�s CDS (Certified Document Services) based DocumentSign� product range.


Authenticity

The identities of participants into the CDS program are fully authenticated. The cryptographic key material is secured by a FIPS 140-2 Level 2 hardware device. Both these requirements provide the high level of assurance necessary to meet the programs goals.


Data Integrity

Using a GlobalSign DocumentSign certificate in combination with a PAdES (ETSI TS 102 778) complaint signing tool such as Adobe� Acrobat� or Adobe LiveCycle� provides data integrity. Following best practice and embedding signature validation information and a secure timestamp ensures support for LTV (Long Term Validation) signatures.
